Initially, the notion of starting an ice cream shop was just a scoop of an idea.

In August 2017, we acquired the property with a singular aim: to establish a business that would be a source of enjoyment for our community and embrace the unique tastes and preferences of everyone. Steven and Dawne Rossi, proud residents of West Greenwich, along with their five children and four grandchildren, have always relished the simple joy of asking “Who wants to go for ice cream?” …… And The Frosty Owl became a reality.
